Hawaii Bill Marks Progress in Protecting Patients From Dangerous Restraint Practices
As the nation observes Black History Month, the Citizens Commission on Human Rights highlights racial disparities in restraint-related deaths and advocates for legislative change to protect vulnerable patients.LOS ANGELES - Feb. 10, 2025 - PRLog -- The Citizens Commission on Human Rights (CCHR) International commends the introduction of a new bill in Hawaii that prohibits the use of life-threatening restraints and seclusion in psychiatric hospitals, particularly for minors and vulnerable adults. This bill, introduced by Representative Elijah Pierick, sets a vital precedent for other U.S. states to follow, aiming to protect patients from traumatic and often lethal restraint practices.[1]CCHR underscores the importance of this legislation during Black History Month, spotlighting the alarming over-representation of racial minorities among those subjected to restraints and seclusion in the mental health system. The bill only permits the use of restraint in rare instances where there is an immediate risk of harm to the patient or others, and only after less intrusive measures have been attempted.A 2011 report found that African Americans were disproportionately affected by restraint-related deaths, making up 22% of the studied deaths while only comprising 13% of the U.S. population. In addition, Black and multiracial patients are more likely to experience restraints, often for longer periods, than their white peers.[2] In 2021, a study of adults receiving an emergency psychiatric evaluation between January 1, 2014, and September 18, 2020, at a large academic medical center revealed Black patients continued to be at higher risk of experiencing physical or chemical restraint compared with White patients.[3]Responding to high numbers of restraint deaths, in 2020, CCHR formed its Task Force Against Racism and Modern-Day Eugenics, led by Reverend Frederick Shaw, aimed at ending physical and chemical restraint deaths, particularly prevalent among minority communities.This followed the death of a 16-year-old African American boy after being restrained in the now-closed residential behavioral facility for teens in Michigan. The Kalamazoo County Medical Examiner's office determined the death was a homicide and three staff were charged with involuntary manslaughter and second-degree child abuse—all pleading guilty.[4]Two years later, another shocking tragedy was the death of a 7-year-old foster care child who was restrained and killed at a psychiatric residential center in Louisville, Kentucky on July 17, 2022. In September, the medical examiner also ruled that death a homicide.[5]Their deaths underscored the urgent need for legislative action because, despite the clear risks, the practice of using seclusion and mechanical restraints remains common in psychiatric facilities. A 2023 report from Psychiatric Services issued a call for regulatory action to end these practices due to the significant trauma and potential for lethal outcomes, including asphyxiation and cardiac events.[6] This call is answered by Rep. Pierick's proposed bill, which aims to curb restraint use by implementing stronger safeguards and making these methods a last resort.Studies such as the one about the Pennsylvania State Hospital System, which successfully eliminated the use of restraints and seclusion across multiple hospitals between 2011 and 2020, show that it is possible to improve patient safety while phasing out these harmful practices. The 2022 study of experience, published in Psychiatry Online, examined the effect of this change on key safety measures: physical restraint, assaults, aggression, and self-injurious behavior. It found key safety metrics improved, including a significant reduction in restraint duration and incidents of physical restraint.[7]Global Momentum Against Restraint PracticesCCHR supports a nationwide movement to eliminate physical and chemical restraints, advocating for the passage of similar legislation in all states.Globally, the call to end restraint practices is growing. In October 2023, the World Health Organization and the United Nations Office of the High Commissioner for Human Rights issued guidance emphasizing the severe harm caused by coercive psychiatric practices, including restraints.[8] These organizations join CCHR in advocating for an absolute ban on all coercive measures, including restraint and forced detention in mental hospitals.CCHR is committed to seeing Rep. Pierick's bill become law in Hawaii and to replicate similar legislative efforts across the U.S. to protect vulnerable patients.The group, which was established in 1969 by the Church of Scientology and eminent professor of psychiatry Dr. Thomas Szasz, was one of the groups that were instrumental in obtaining federal regulatory reforms regarding restraints. First Bancorp of Indiana, Inc. Announces Financial Results - December 31, 2024
EVANSVILLE, Ind. - Feb. 7, 2025 - PRLog -- First Bancorp of Indiana, Inc. (OTCPK:FBPI), the holding company (the "Company") for First Federal Savings Bank (the "Bank"), reported earnings of $377,000 ($0.22 per diluted common share) for the second fiscal quarter ended December 31, 2024, compared to $346,000 ($0.21 per diluted common share) for the same quarter a year ago. Earnings for the first half of Fiscal 2025 totaled $817,000 ($0.48 per diluted common share), compared to $1.09 million ($0.65 per diluted common share) last fiscal year-to-date.  Earnings for the six-month period equate to a return on average assets (ROA) of 0.26% and a return on average equity (ROE) of 4.92%. This compares to an annualized ROA of 0.34% and an annualized ROE of 7.52% last fiscal year.Net interest income improved from the prior year. Increased yields on earning assets, provided by higher interest rates on newly originated loans and adjustable-rate loans that have repriced upward, outpaced elevated funding costs. The Company's Net Interest Margin (NIM), as a percentage of average interest-earning assets, was 2.66% for the six months ended December 31, 2024, an improvement from the 2.60% reported for the same timeframe last year. Gains on loan sales declined in the most recent quarter as higher loan rates slowed loan origination volume.  Despite higher data processing costs and professional fees, non-interest expenses for the six month period were nearly unchanged from a year ago thanks to prudent overhead cost reductions.The securities portfolio, which is primarily composed of investment-grade municipal bonds or obligations of US government agencies, declined to $89.3 million on December 31, 2024, following the sale of $5.3 million of securities in the first quarter.Net loans outstanding, at $466.1 million on December 31, 2024, declined $9.2 million during the first half of the fiscal year, primarily due to the sale of a $13.3 million pool of single-family mortgage loans in December.  Commercial loan production slowed to $11.9 million for the first half of the fiscal year. Single-family mortgage loan production added $21.7 million during the same timeframe, with construction lending accounting for more than one-fourth of this activity. Consumer lending originations, which included auto loans, personal loans, and home equity loans and lines of credit, totaled $7.8 million.No provision for credit losses on loans was recorded in the six months ended December 31, 2024.  Net loan chargeoffs totaled $75,800 for the first two quarters of the fiscal year.  The ratio of loans 90 days or more delinquent or loans on nonaccrual status to total loans was 1.76% on December 31, 2024, compared to 0.89% a year ago. Overall, the Allowance for Credit Losses, including reserves for investment securities and unfunded commitments, stood at $5.57 million at quarter end. The portion of the allowance attributed to the loan portfolio represented 1.14% of at-risk loans. Although management believes that the allowance is adequate, a slowing economy, higher interest rates, and persistent inflation may have an adverse effect on the credit quality of the loan portfolio. Management remains in close contact with our most vulnerable borrowers and will provide to the allowance, as necessary.Deposit accounts, totaling $467.1 million on December 31, 2024, have increased by $1.5 million since the beginning of the fiscal year. Local deposit rates have moderated in recent months and wholesale funding levels declined, reducing the cost of deposits to an annualized 2.62% for the quarter. Similarly, the Company's total cost of funds, including FHLB advances and debt of the holding company, totaled an annualized 2.76% for the same period.As a part of the Bank's Liquidity Management Plan, contingency funding sources are available and liquidity stress tests determine adequacy. First Federal Savings Bank maintains lines of credit and additional borrowing capacity with the Federal Reserve Bank's discount window and the Federal Home Loan Bank.Stockholders' equity totaled $33.0 million on December 31, 2024, which includes a $9.7 million fair value reduction to the available for sale securities portfolio given the rapid rise in market interest rates. This securities portfolio adjustment is not a part of the regulatory capital calculations, and gains or losses in the securities portfolio are only recognized in earnings if a security is sold. Border Brewery & Barbecue Marks One Year Serving Wood-Fired Pizza
Salem Restaurant Expands Their Menu to Include Traditional and BBQ PizzasSALEM, N.H. - Feb. 10, 2025 - PRLog -- In February 2024, Border Brewery & Barbecue added a new section to their menu: Border BBQ Pizzas. The Salem, NH, restaurant known for its barbecue and beer now serves eight wood-fired pizzas. Three of the eight are traditional favorites, and the other five are inspired by other items on the Border Brewery menu.After finding success with his beer and barbecue, restaurant owner Joe Ruotolo decided to take on a new challenge he had long wanted to try and hoped would delight his customers. At the end of 2023, he purchased a wood-fired pizza oven and spent several weeks crafting and perfecting his recipes. Ruotolo is no stranger to taking his time. "You cannot rush barbecue, you cannot rush beer, you cannot rush dough," he told the restaurant review website Phantom Gourmet.In February of 2024, Ruotolo added his new pizzas to the Border Brewery menu, and they were an immediate success with his customers. Locals and visitors alike have praised Border Brewery's pizza, calling it "delicious," "so good," "excellent," and "the best pepperoni pizza ever" in online reviews. Food influencers on Instagram are also enjoying the pizza. Popular account @mary_eatz called the pepperoni pizza "phenomenal," and @the_roamingfoodie, Joey Calcavecchia, recommended all the pizzas to his followers, especially the mac and cheese pizza.Multiple online reviews comment that the pizza is "cooked perfectly," which is due to Border Brewery's wood-fired pizza oven. Using a wood fire as a heat source, the oven can reach and sustain higher temperatures than a traditional oven. The domed shape combined with the actively burning wood fire allows the oven to reach the ideal temperature for cooking pizza: 700-800ºF. At those high temperatures, a pizza cooks in minutes, resulting in perfectly melted cheese and crispy crust with just the right amount of char.The decision to include wood-fired pizza on the Border Brewery & Barbecue menu is not a departure from serving barbecue but rather an extension. Five of Border Brewery's pizzas are inspired by existing menu items. The pulled pork and brisket pizzas directly combine the restaurant's two main offerings, while the mac and cheese pizza is topped with a classic barbecue side dish. Phantom Gourmet praises the brisket pizza: "There's no better way to enjoy a pizza at Border than one topped with brisket.
